I think they are trying to spin off Ing Direct, but
they have to pay off the government and build up their
capital base before they'd be in a position to
distribute anything to holders of common stock.

To call the hybrids, they'd have to pay full price
(e.g. $25 for most). Since they're allowed to
acquire them on the open market, and doing so would
be much cheaper, I expect...

Why, because they're more likely to be overpriced?
I prefer to buy stocks when they're underpriced
and consider selling when overpriced.The decision

ING is not sure it can pay dividends /on the common/.
If they stop paying on preferreds such as IDG, then
they can't pay a dividend on the common until
IDGs dividends are all...

If you check the prospectus on this preferred stock,
you'll see that the company has the option of
suspending payment of dividends whenever they want,
and for as long as they want...
